<br />designation and preparation of the record and its <br />transmission to the court of appeals shall be in <br />accordance with the Colorado appellate rules. A request <br />for an extension of time to transmit the record shall be <br />made to the court of appeals and may be granted only <br />by that court. <br />(d) The docketing of the appeal and all <br />procedures thereafter shall be as set forth in the <br />Colorado appellate rules. The agency shall not be <br />required to pay a docket fee. All persons who have <br />appeared as parties to the action before the agency who <br />are not designated as appellants shall, together with the <br />agency, be designated as appellees. <br />(e) The standard for review as set forth in <br />subsection (7) of this section shall apply to appeals <br />brought under this subsection (11). <br /> <br />24-4-108. Legislative consideration of rules. (1) Unless <br />extended by the general assembly acting by bill, all of <br />the rules and regulations of the principal departments <br />shall expire on the dates specified in this section. <br />(2) The rules and regulations of the following <br />principal departments shall expire on July I, 1980: <br />( a) to ( c) Repealed. <br />(3) The rules and regulations of the following <br />principal departments shall expire on July 1, 1981: <br />(a) to (d) Repealed. <br />(4) The rules and regulations of the following <br />principal departments shall expire on July 1, 1982: <br />(a) to (c) Repealed. <br />(5) The rules and regulations of the following <br />principal departments shall expire on July 1, 1983: <br />(a) to (d) Repealed. <br />(6) The rules and regulations of the following <br />principal departments shall expire on July 1, 1984: <br />(a) Department of the treasury; <br />(b) Repealed. <br />(c) Office of state planning and budgeting; <br />(d) to (h) Repealed. <br />(6.1) Repealed. <br />(7) The general assembly, in its discretion, <br />may postpone by bill the expiration of rules and <br />regulations, or any portion thereof. Nothing in this <br />section shall prohibit any action by the general assembly <br />pursuant to section 24-4-103 (8) (d). The postponement <br />of the expiration of a rule shall not constitute legislative <br />approval of the rule nor be admissible in any court as <br />evidence of legislative intent. The committee on legal <br />services is authorized to establish procedures for the <br />implementation of review of rules and regulations <br />contemplated by this section including, but not limited <br />to, a procedure for annual review of rules and <br />regulations which may conflict with statutes or statutory <br />changes adopted subsequent to review of a department's <br />rules and regulations pursuant to this section. <br />(8) This section shall not apply to rules and <br />regulations of any agency in the department of <br />regulatory agencies, which rules shall be subject to the <br />provisions of section 24-34-104 (9) (b) (II). <br /> <br />19 <br />
