of the environment. He endorses the state's
effort to use the ISF Program to meet the fed-
eral needs. "I advocate that the state holds ISF
water rights in lieu offederal ovvnership."

Wilkinson admits that the Subdistrict's agree-
ing to respect the junior ISF rights on the Col-
orado River in the operation of the WGP has
decreased the yield of the WGP. "The loss of
yield for this year was significant," according
to Wilkinson. But he honors the agreement

betvveen the CWCB and the Subdistrict and
believes that the agreement was crucial to
allow the project to proceed. Wilkinson
deems donation of water rights to the CWCB
for maintaining instream flOVofS as an oppor-
tunity for those who are concerned about low
flOVofS in a stream to step forward and provide
the needed water to enhance that stream.

Wilkinson and his vvife Janice, an Informa-
tion Technology Professional at Colorado
State University, have been married for 27
years and have three children. Their son Scott

is a senior in civil engineering at Colorado
State University. Their daughters, Erin, 11, is
in middle school, and Megan, 9, is in fourth
grade. Wilkinson, who enjoys collecting old
John Deere tractors on the farm and John
Deere toy tractors for his office, has lived and
worked all of his life within a 65-mile range of
where he was born. He enjoys simple activi-
ties; "spending time vvith my family, watching
my children's sport activities, and driving my
tractors are my best forms of relaxation."..
