<br />Water and Storage Needs Assessment <br />SECWCD/Assessment Enterprise <br />December 10, 1998 <br /> <br />12 Evaluation of Alternatives <br />13 Meetings and Presentations <br />14 Progress Reports <br />15 Draft and Final Assessment Report <br /> <br />1.2 Conduct ofInvestigation <br /> <br />The Assessment Project has a clear and achievable goal - to identify the best option(s) for <br />meeting the future water supply and storage needs of the District's constituents, while <br />protecting existing interests in the Fryingpan-Arkansas Project. Successfully achieving this <br />goal involves meeting four main objectives: <br /> <br />I. <br /> <br />Prepare an accurate assessment of the future needs of water users within the <br />District boundaries. <br /> <br />2. <br /> <br />Evaluate the ability of existing water supply facilities to meet future water supply <br />needs within the District. <br /> <br />3. <br /> <br />Identify and rank opportunities for developing additional water. supplies, <br />including "reoperation" of existing reservoirs and conveyance facilities and <br />implementation of new storage projects. <br /> <br />4. <br /> <br />Provide a clear communications channel to obtain input from water providers and <br />user groups within the District, including the public. <br /> <br />The GEl project team conducted the study generally following the detailed scope of work <br />included in the previously referenced Agreement. Work was coordinated with staff of the <br />SECWCD and with a Storage Study Cominittee (SSC), which was created to provide guidance <br />and direction for the Assessment Project. <br /> <br />1.3 Acknowledgments <br /> <br />The following entities joined with the Assessment Enterprise as "local participants" in the <br />project: <br /> <br />Arkansas Groundwater Users Association <br />Catlin Canal Company <br />City of Canon City <br />City of Florence <br />City of La Junta <br /> <br />Bessemer Ditch Company <br />City of Aurora <br />City of Colorado Springs <br />City of Fountain <br />City of Lamar <br /> <br />~ <br />~ GEl Consultants, Inc. <br /> <br />1-2 <br /> <br />97411\Final_l\TEXT-AWPD <br />
