<br />.... <br /> <br />I <br /> <br />I <br /> <br />Another question as to the scope of the water study was whether <br />issues relating to water-associated land resources (i.e., flood plains <br />and wetlands) should be examined. It was concluded that they should <br />not, largely because flood plain and wetland issues are more properly <br />viewed as, and arise primarily in the context of, land use concerns. <br /> <br />I <br /> <br />One final factor as to scope of the study is the future time <br />period considered. While planning efforts have typically made pro- <br />jections 25 or even 50 years into the future, there is growing recog- <br />nition that no one can accurately forecast events that far in advance. <br />Consequently, it was thought that a 15 to 20 year planning horizon <br />was the most that could be justified in view of the many uncertainties <br />associated with future water uses and developments in Colorado.
