MWSI Process <br /> <br />2.1. MANAGEMENT <br /> <br />In October of 1993, Governor Roy Romer issued an Executive Order (Appendix I) <br />creating the Front Range Water Forwn, comprised primarily of elected officials, water <br />managers, and community leaders from the Front Range and the West Slope. Forwn <br />members were asked to nominate representatives to serve on a Technical Advisory <br />Committee (TAC). The Governor, the Colorado Water Conservation Board and several <br />key state legislators encouraged the Forwn and the TAC to take leadership roles in the <br />MWSI. The Forum's role was to consider any public policy issues that might arise from <br />the investigation, while the TAC was charged with technical oversight and guidance of <br />the investigations. The T AC consisted primarily of members with expertise in metro <br />Denver area water supply systems and water issues. The T AC directed the initial scoping <br />of the investigations, provided technical guidance during the investigations and facilitated <br />collection of information. <br /> <br />The Governor's Executive Order also directed the Executive Director of the Department <br />of Natural Resources to appoint a Project Management Team (PMT) consisting of <br />representatives from state agencies having interest or expertise in the subject matter of the <br />investigation. The PMT originally included representatives from the Colorado Water <br />Conservation Board, the Colorado Division of Water Resources, the Colorado Division of <br />Wildlife, the Colorado Division of Parks and Outdoor Recreation, the Colorado <br />Department of Public Health and Environment and the Colorado Department of <br />Agriculture. The primary purpose of the PMT was contract administration and <br />coordination of the State's involvement in the MWSI process. The PMT was later <br />restructured to include several key T AC members in order to serve as a T AC steering <br />committee. <br /> <br />Members of the Front Range Water Forum are listed in Appendix 2, Technical Advisory <br />Committee Members are listed in Appendix 3 and Project Management Team Members <br />are listed in Appendix 4. <br /> <br />2.2. MWSI PHASES <br /> <br />As originally conceived, the MWSI was to be implemented in four relatively <br />conventional planning phases designed to define specific obj ectives, gather data, develop <br />a modeling capability, and evaluate promising water supply options. <br /> <br />I. Scoping (Phase I) - The purpose of this phase was to specifically define <br />study objectives and work tasks.
