Since most <br />temporary water use arrangements are made locally, the statewide bank has not <br />functioned in this manner." <br />For Water District 1, three members of the Committee of Nine (appointed by the <br />Chairman), along with the superintendent of the Bureau of Reclamation's Minidoka <br />Project and the District 1 watermaster, form the Rental Committee that assists the <br />watermaster in making certain rental decisions. This committee has specific oversight <br />responsibilities but meetings of this committee generaIly occur only when disputes arise. <br />The watermaster acts as the manager of the rental pool." <br />The Advisory Committee of Water District 63 has specified administrative <br />responsibilities, including setting policies for the investment and disbursement of funds <br />generated by the rental pool. The watermaster acts as the general manager of the rental <br />pool." The settlement also confirmed tnbal water rights in the Upper Snake <br />River Basin, including storage in American Falls Reservoir (46,931 acre-feet) and in <br />Palisades Reservoir (83,900 acre-feet).
