District 65 rules allow the funds to
be used "for other purposes that the Committee deems to be of benefit to Water District
65."" The difference between these two provisions seems to be whether the board of
the local water district, or the local rental pool committee, has authority over the use of
bank proceeds. State law provisions were amended in 1992 to clarify the authority of the
water district advisory committee, when appointed by the Board to serve as a local rental
committee, over the use of rental pool proceeds retained by the district."
