<br />. <br /> <br />e <br /> <br />. <br /> <br />. <br /> <br />The purpose of this project would be to provide a plan which would help inform <br />water users concerning the benefits of recharge and provide basic data necessary to <br />determine the need for an integrated water management plan for the District. <br /> <br />Recommendation <br /> <br />Whereas groundwater recharge has been practiced on a very limited basis in the <br />District there have been no records or reports published which would verify or deny the <br />benefits of such a practice. The Board believes that this project would provide a <br />published report which could be a valuable management tool for the water users in the <br />District, and it hereby recommends approval of this request for special authorization by <br />the General Assembly to contribute $45,000 to this project. Upon completion of this <br />project the Board will report on the results of this management project along with any <br />observations about the desirability of further application of such methods. <br /> <br />Colorado River Compact Decision Support System <br /> <br />The Board seeks funding for the development of a decision support system (DSS) to <br />allow policymakers to make informed decisions regarding the planning, management, and <br />administration of Colorado's entitlement of Colorado River water. Ken Salazar has <br />made this project the department's number one priority. <br /> <br />The project is a joint venture between cooperating state agencies. The Office of the <br />State Engineer (SEO) and Colorado Water Conservation Board (CWCB) staffs, <br />coordinated by the Director of the Department of Natural Resources (DNR), co-manage <br />the project as a DNR team. An Advisory Committee provides guidance from water <br />users. A Technical Group provides specific additional technical expertise. Design of the <br />system software will be completed through contracts with consultants. <br /> <br />A preliminary needs analysis compiled by the project management team has <br />identified the following three principal need categories: <br /> <br />* Interstate Compact Policy Analysis including evaluation of alternative Colorado <br />River operating strategies, determination of available water remaining for <br />development, and defense of Colorado's Compact apportionment in federal and <br />interstate negotiations. Responsibility: CWCB <br /> <br />* Colorado Water Resource Management including development of basinwide planning <br />models, examination of water management options, and evaluation of impacts of <br />instream flow appropriations for endangered species on water development and <br />compact deliveries.
