<br />. <br /> <br />. <br /> <br />. <br /> <br />COLORADO WA1ER CONSERVATION BOARD <br /> <br />Trinchera Irrigation Company <br />Mountain Horne Reservoir <br />January, 1992 <br /> <br />Introduction <br /> <br />The Trinchera Irrigation Company is headquartered at Blanca, Colorado in the San <br />Luis Valley. The company owns several reservoirs and 67 miles of irrigation canals to <br />irrigate 12,000 :!: acres. Mountain Horne Reservoir is. one of the reservoirs in the system <br />with a capacity of 19,000:!: acre-feet. <br /> <br />Problem <br /> <br />The Reservoir has been placed on restriction by the State Engineer's Office, storage <br />capacity has been limited to approximately 9,000 acre-feet and is expected to be further <br />restricted in the near future. The restriction can be removed enlarging the spillway or by <br />increasing the embankment height to provide storage for the 75 percent pmp storm. <br /> <br />Project <br /> <br />The company proposes to comply with the State Engineer's request by adding 10 feet <br />to the height of the dam embankment and by enlarging the spillway by a side channel <br />excavation. The estimated cost of these enhancements is $1,000,000. <br /> <br />Proposed Financing <br /> <br />The company is requesting a 100 percent construction cost loan in the amount of <br />$1,000,000, at 1 percent interest for 40 years. The annual assessment would be increased <br />by 2.63 per share. The company would repay this amount at 30,455.60jyear for a total <br />repayment of 1,218,223.92. <br /> <br />Recommendation <br /> <br />It is recommended that this project be authorized by the General Assembly in the <br />amount of $1,000,000, subject to the proposed terms of financing set forth above and subject <br />to the company demonstrating to the Board's satisfaction that it can repay the loan. <br /> <br />GKEjgl <br /> <br />g10164,rpt <br />
