Berry <br />Speaker of the House of Representatives <br />Colorado General Assembly <br />State Capitol <br />Denver, CO 80203 <br /> <br />Gentlemen: <br /> <br />As required by section 37-60-122 (1)(a), CRS, please find enclosed the annual. <br />report from the Colorado Water Conservation Board. The recommendations contained <br />in the report pertain to SB 92-87. In addition to specific project authorizations <br />requested from the CWCB Construction Fund, the Board is recommending several <br />changes in statutory guidelines for the fund to allow the Board to better meet the water <br />development and management challenges of the 1990s. <br /> <br />At a time when new project construction is hampered by regulatory and economic <br />hurdles, the Board believes it must be diligent and creative in protecting existing <br />systems while also seeking to develop responsible and environmentally sound water <br />projects. To that end, the Board is emphasizing darn rehabilitation in order to regain <br />150,000 AF of storage. If reservoir owners cannot afford a 5% loan, then more <br />favorable terms should be negotiated. In this report, the Board .recommends purchase <br />of an unused reservoir to obtain needed water on the Upper Fraser River in Grand <br />County and also for Summit County thus putting to rest years of water squabbles and <br />shortages. Further, the Board is interested in demonstration projects such as ground- <br />water recharge in order to establish the value of integrated water management. In <br />
