<br /> <br />Team's request of regional and <br />area offices was to choose the <br />best prospects for early <br />conservation activities, reserving <br />for later treatment most remaining <br />projects. <br /> <br />For all studies, only those <br />conservat i on measures that cou 1 d <br />be accomplished within a given <br />study area were considered. Costs <br />related to and impacts on the <br />river system outside the area were <br /> <br />not fully considered.
