It then <br />proceeded in 1984 when the system-wide impact statement was combined with a full- <br />scale environmental impact statement on the proposed Two Forks project itself. Almost <br />a decade and some 37 million study dollars later, after the last of a long series of <br />necessary local, state, and federal approvals had been obtained, the project was <br />preliminarily vetoed in EPA's Washington office.
