Since Priority One <br /> <br />deliveries often filled much of the delivery capacity in above average runoff <br /> <br /> <br />years, the Priority Three water availability occurred principally in average or <br /> <br />below average (dry) hydrologic years when large Priority One deliveries did not <br /> <br />occur. <br /> <br />Types of Storable Flow <br /> <br />Four types of storable flow were investigated at each potential reservoir site <br />as discussed below. <br /> <br />Closed Basin Projett Priority Three Exchange Flows are the port ion of the <br /> <br /> <br />Priority Three deliveries from the Closed Basin Project which can be <br /> <br /> <br />exchanged upstream of Del Norte to a new reservoir site. <br /> <br />Storable Flood Flows are flows that are excess to Compact obligations, to <br /> <br /> <br />downstream irrigation water use, and to an instream flow requirement at <br /> <br />a potential reservoir site. Caution was exercised in the definition of <br /> <br /> <br />storable flood flows since water surplus to the needs of the system in <br /> <br /> <br />one month could accrue as a Compact credit and be used in subsequent months <br /> <br /> <br />to offset Compact curtailment and, therefore, not be truly surplus. These <br /> <br /> <br />flows are not intended for use in determinations of flood storage in a <br /> <br /> <br />potential reservoir. <br /> <br />Storable Debit Flows are that part of Colorado's Compact obligation which <br /> <br /> <br />could be captured and held at a potential reservoir site and which would <br /> <br /> <br />revert to Colorado's ownership with a spill of water at Rio Grande Project <br /> <br />Storage in New Mexico. <br /> <br />Storahle Seasonal Flows are flows which exceed theoretical downstream <br /> <br /> <br />diversion demands and which could be stored at a potential reservoir site <br /> <br /> <br />instead of being diverted by existing direct flow diversion structures <br /> <br />downstream. This water would then be released during a later time in the <br /> <br />vii <br />
