<br />I <br /> <br />I <br /> <br />activities were also performed for the Rio Grande Water Supply Study, the following <br /> <br />activities are referred to as Step One activities. <br /> <br />I <br /> <br />1. The collection and analysis of data necessary to conduct the study. <br /> <br />I <br /> <br />2. <br /> <br />An analysis of those provisions of the Rio Grande Compact relating to <br />water deliveries at the Colorado - New Mexico stateline and development <br />and operation of post-compact reservoirs in Colorado. <br /> <br />I <br /> <br />3. <br /> <br />A description of the proposed facilities and operating characteristics <br />of the Closed Basin Project. <br /> <br />I <br /> <br />4. <br /> <br />A Description of the manner in which water rights are administered on <br />the Rio Grande in Colorado, and <br /> <br />I <br /> <br />5. <br /> <br />An analysis of storable flows at four potential reservoir sites. <br /> <br />I <br /> <br />The storable flow analysis was conducted on a monthly basis for a 38-year study <br /> <br /> <br />period. Three of the four potential reservoir sites were located on the mainstem <br /> <br />of the Rio Grande in Colorado and one on the South Fork of the Rio Grande. <br /> <br />I <br /> <br />I <br /> <br />During Step One of the study) three meetings were held in Monte Vista to discuss <br /> <br />the Plan of Study, work in progress and the Step One results with the SLVWCD, the <br /> <br />Division Engineer for Water Diversion No.3 and others. Two meetings were held with <br /> <br /> <br />the State Engineer and Deputy State Engineer in Denver on the same items. <br /> <br />I <br /> <br />I <br /> <br />At the conclusion of Step One in late 1987, a series of meetings were held with <br /> <br /> <br />the State Engineer and representatives of various San Luis Valley water user groups <br /> <br />to discuss the Step One study results. Based on these discussions, the decision <br /> <br /> <br />was made by the CWCB and the SLVWCD to proceed to Step Two of the study in order <br /> <br />to refine some of the assumptions and analyses of Step One, particularly with regard <br /> <br /> <br />to the future operation of the Closed Basin Project and certain provisions of the <br /> <br />Rio Grande Compact. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />In March 1988, the CWCB approved a preliminary scope of work and budget for the <br /> <br />Step Two analyses. Study costs were apportioned between the CWCB and the SLVWCD. <br /> <br /> <br />The June 1988 Plan of Study included the following major tasks: <br /> <br />I <br /> <br />1. <br /> <br />A review of the assumptions used in Step One of the study, <br /> <br />I <br /> <br />3 <br /> <br />I <br />
