<br />38 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />under and pursuant to a decree of court and a resolution <br />of the board of directors authorizing the issues of said <br />obligations and referring to the date of said resolution. <br />Said bonds shall further recite that they are payable from <br />funds to be derived by assessments and tax levies against <br />the property in said subdistrict and not otherwise, and that <br />the same are not to be deemed or considered as an obligation <br />of the Colorado River Water Conservation District but only <br />as an obligation of said subdistrict, and that the. district <br />itself is not to be obligated in any manner for the payment <br />of said bonds. (1937). <br /> <br />150-7-15. Compensation of appraisers. - Appraisers when <br />appointed under the prOvisions of this article shall receive <br />a compensation of ten dollars per day during the time that <br />they are engaged in the performance of their duties. (1937). <br /> <br />150-7-16. Directors may make assessments. - (l) In the <br />event that the plans for the organization of said district, <br />including the petition and the decree entered thereon pro- <br />vide for a plan of financing the construction or acquisition <br />of the works, or other improvements proposed, by special as- <br />sessments to be levied against the appraised benefits to <br />property within said subdistrict, then the board of directors <br />may make assessments from time to time as required, and said <br />board in making said assessments, shall be guided by the pro- <br />cedure for the levy of similar assessments under the conser- <br />vancy law of the state of Colorado, and particularly the <br />provisions of said law appearing in sections 29-5-4 to 29-5-6, <br />and the same shall apply to subdistricts created under this <br />article. The board of directors from time to time, as the <br />affairs of the subdistrict may demand, may levy on all prop- <br />erty upon which benefits have been appraised an assessment <br />of such portion of said benefits as may be found necessary <br />by said board to pay the cost of the appraisal, the prepara- <br />tion and execution of the official plan for said subdistrict, <br />superintendence of construction and administration during <br />the period of construction, plus ten per cent of said total <br />to be added for contingencies, but not to exceed in the total <br />of principal the appraised benefits so adjudicated. <br /> <br />(2) The said assessments, to be known as the "construc- <br />tion fund assessment," shall be apportioned to and levied on <br />each tract of land or other property in said district in <br />proportion to the benefits appraised and not in excess there- <br />of, and in case bonds are issued, as provided in section <br />150-7-17, then the amount of interest which will accrue on <br />
