<br />36 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />adjudicate all questions of jurisdiction and declare the <br />subdistrict organized and designate the name of said sub- <br />district, by which in all subsequent proceedings it shall <br />thereafter be designated and known, and thereafter said sub- <br />district shall be deemed and considered a special improvement <br />district. <br /> <br />(5) Such order shall be deomed and binding upon the real <br />property within the subdistrict and no appeal or writ of error <br />shall lie therefrom, and entry of such order shall finally <br />and conclusively establish the regular organization of said <br />subdistrict against all persons except the state of Colorado. <br />in an action in the nature of a writ of quo warranto to be <br />commenced by the attorney general within three months after <br />said decree is entered, and not otherwise. Within ten days <br />after such subdistrict has been declared duly organized by the <br />court, the clerk of said court shall transmit to the county <br />clerk and recorder in each of the counties having lands in <br />said subdistrict, copies of the findings and decree of the <br />court establishing said subdistrict. The same shall be filed <br />and recorded in the office of the county clerk and recorder <br />where they shall become permanent records. The clerk and re- <br />corder in each county shall charge a fee of two dollars for <br />filing and preserving the same. (1937). <br /> <br />l50-7-l2. Board of directors to prepare plans. - Upon <br />organization of such subdistricts the board of directors of <br />said district, acting as the board of directors of said sub- <br />district, shall be authorized and they are hereby required <br />to prepare and adopt as the official plans for said subdis- <br />trict a comprehensive detailed plan showing the nature of <br />the improvements or works, including all canals, reservoirs <br />and ditches, whether within or without the district, and the <br />estimated cost of each principal part of said system or works. <br />(1937). <br /> <br />150-7-13. Appointment of appraisers. - As soon as such <br />official plan has been prepared and adopted and is on file in <br />the office of said district, upon petition of the district <br />the court shall appoint a board of appraisers consisting of <br />three members. The qualifications of said appraisers and all <br />proceedings before them shall be in accordance with the pro- <br />visions of the law pertaining to the duties and qualifications <br />of appraisers under the conservancy law of Colorado as set <br />forth in sections 29-4-1 to 29-4-l6, C.R.S. 1963. except <br />that where reference is made in said law to districts it shall <br />apply to subdistricts organized under this article. (l937). <br />
