<br />INTRODUCTION <br /> <br />This manual is for individuals interested in developing <br />small scale hydropower si tes in Colorado. Although <br />small scale hydro is sometimes defined as power <br />production up to 80 megawatts, most developers using <br />this handbook will have projects ranging from 10 <br />kilowatts to 20 megawatts. <br /> <br />No information is provided in this handbook about <br />constructing new storage or diversion structures on <br />the assumption that the sites to be developed involve <br />existing dams or minor diversion projects. <br /> <br />This handbook is to be used only as an introductory <br />guide. It in no way purports to provide definitive <br />legal, engineering, or financial information. Once you <br />decide to proceed with small scale hydro, we urge you <br />to seek professional expertise in these areas, regarding <br />a specific site. <br /> <br />The format for this handbook has been carefully <br />selected. We chose to be functional rather than fancy. <br />It seemed appropriate to small scale hydro develop- <br />ment. We have adopted the three-ring binder <br />approach because much of the information is changing <br />periodically, especially in the financing and permitting <br />areas. Updated information will be provided as it <br />becomes available. <br /> <br />2 <br />
