<br />e <br /> <br />RECOMMENDATIONS <br /> <br />This report recommends that the District pursue development of <br />additional water storage but perform a feasibility study on 3 or 4 <br />alternative storage methods before selecting the best site. <br /> <br />The costs and financing amounts described above give a general idea <br />of the cost of water. <br /> <br />The specific development steps are described below: <br /> <br />1. The District must decide if it is ready to begin the 4 to 8 <br />year process to construct a new reservoir. If there are no <br />problems, the soonest the dam could be constructed is 1998; more <br />likely the dam could not be constructed until 1999 or 2000, if the <br />District diligently pursues development. Soonest winter 1994. <br /> <br />2. Request feasibility study funds from the CWCB to evaluate 3 or <br />4 of the best storage options. The evaluations would include: <br />detailed evaluation of water requirements and supply, preliminary <br />engineering designs, materials investigations, environmental permit <br />requirements, and land acquisition. The capacity of the reservoir <br />assumed in this report may be larger than can realistically be <br />constructed and used. The study cost would probably be about <br />$100,000 and require about 6 to 9 months to complete. Soonest fall <br />1994. <br /> <br />e 3. Based on the results of the feasibility study, assuming that <br />East Lake Creek or another dam site are selected, the next step <br />would be to request construction funding from the CWCB so that: (1) <br />the plans and specifications for the dam can be prepared and <br />submitted, (2) the environmental permits can be prepared and <br />submitted, (3) other agreements can be negotiated and ratified, and <br />(4) land can be acquired. The CWCB accepts construction funding <br />requests in the fall of each year which must be approved by the <br />State Legislature, so that funding is available the following <br />summer. Soonest funds would be available is summer 1995. <br /> <br />4. The preconstruction activities would require at least two years <br />for the permits and plan approvals. Soonest completion is summer <br />1997. <br /> <br />5. Allowing about 6 months for bidding and contractor selection, <br />construction could begin in the spring of 1998, at the soonest. <br /> <br />e <br /> <br />East Lake Creek Dam <br /> <br />14 <br />
