<br />Identified goals ofthe program are as follows: <br /> <br />I. In order to protect the public, the Dam Safety Branch shall determine the amount <br />of water that is safe to impound in reservoirs ofthe state. <br /> <br />2. In order to protect the public from failure of dams, the Dam Safety Branch shall <br />review and recommend approval of plans and specification for the construction, <br />modification, and repairs of dams, in accordance with the Rules and Regulations <br />for Dam Safety and Dam Construction, implemented on September 30, 1988. <br /> <br />3. To reduce the risk of dam failure and adverse consequences and to more <br />efficiently and effectively use the available resources within the program, the <br />Dam Safety Branch shall implement and utilize a risk-based approach to prioritize <br />the jurisdictional dams within the program. <br /> <br />4. In order to improve the functions of the Branch and to meet the public <br />information needs, the Dam Safety Branch shall maintain a data information <br />system. <br /> <br />5. In order to improve the technical proficiency of the Branch, the Division of Water <br />Resources shall provide training and professional development ofthe Branch <br />personnel. <br /> <br />6. In order to improve the Dam Safety Program, to participate in the development of <br />national policies on dam safety, and to take advantage of the continuing education <br />and information available, the state shall be a full voting member of the <br />Association of State Dam Safety Officials (ASDSO). <br /> <br />2.2 Organization <br /> <br />The Dam Safety Program is executed by the State Engineer through the Dam Safety Branch and <br />the Division Engineers' offices. The Branch consists of a branch chief, dam safety engineers, <br />and design review engineers. The dam safety engineers are responsible for the program in their <br />geographic area. The dam safety review engineers and branch chief are located in Denver. A <br />summary of the Branch organization and personnel is included in Appendix A. <br /> <br />Interagency coordination occurs as necessary. A Memorandum of Understanding has been <br />executed with the Division of Wildlife (DOW) regarding the responsibilities of each agency in <br />carrying out the safety inspection ofDOW dams. The DOW is making safety inspections of <br />their Class 3 (low hazard) dams. <br /> <br />The Colorado Water Conservation Board (CWCB),makes its construction fund available to assist <br />owners with the repair of their dams. We closely coordinate the review and approval and final <br />acceptance of these dams with the CWCB. <br /> <br />2 <br />
