<br />PREFACE <br /> <br />The Colorado Water Convention, held January 4 and 5, 1993, <br />allowed the Governor, the Colorado Water Conservation Board, members <br />of the public, and various water interests from around the state to <br />meet and discuss the issues and conflicts surrounding the transfer of <br />water within Colorado. Particular focus was placed on interbasin <br />transfer of water and the transfer of agricultural water to urban use. <br /> <br />The most important goal of the Convention was to gather public <br />input to assist the Governor, the Department of Natural Resources, the <br />Colorado Water Conservation Board, and the Colorado General Assembly <br />in their deliberations on water policy. Toward that end, the public <br />input received at the Convention is given priority in these <br />proceedings. <br /> <br />The first day of the Convention was devoted to Front Range Water <br />Alternatives, followed by a second day of discussions concerning water <br />transfer within Colorado. Speakers included: <br /> <br />Colorado Governor Roy Romer <br />mayors and representatives of Colorado cities <br />representatives of irrigation and conservation districts <br /> <br />These speakers presented their perspectives on Front Range water needs <br />and its role in water transfers. <br /> <br />Members of the Colorado State General Assembly discussed the role <br />of the legislature in addressing water transfer i~sues and described <br />potential legislation in the upcoming session. <br /> <br />Other presentations/issues included: <br /> <br />A review of issues for a scoping analysis of water <br />transfers. <br />The question of need for statutory changes and ways to <br />accomplish this, by speakers representing a wide range of <br />perspectives on water policy. <br />Small group workshops to give participants the opportunity <br />to discuss strategies that would help assure adequate water <br />supplies for the Front Range. <br />Identification of what role the state has in helping assure <br />adequate water supplies for the Front Range. <br /> <br />The speeches presented at the conference are summarized, and are <br />followed by verbatim lists of the written questions submitted by <br />participants in response to the speeches. Where prepared speeches <br />were not obtainable, transcriptions are used. These transcriptions <br />were edited by CWRRI staff. The only editing done on questions was <br />to correct spelling and to put in question marks where necessary. In <br />one case, we were unable to read the handwriting. The introductory <br />speeches and convention wrap-up speeches are printed in their <br />entirety. In addition, the results of the small-group sessions and of <br />the participant survey are printed here. The list of participants is <br />provided to assist the participants who wish to follow up with any <br />issue of the convention. <br /> <br />ii <br />
