Water Conservation Plan

Introduction

In 1991 the General Assembly of the State of Colorado enacted House Bill 91-1154, also known
as the "Water Conservation Act of 1991". The act essentially sets forth measures to develop
water conservation practices for the State of Colorado in an effort to enhance and preserve the
use of water. The South Adams County Water and Sanitation District developed this water
conservation plan not only to meet the requirements of Colorado Revised Statute 37-60-126,
Sections 4 and 5, but to promote water couservation as a responsible approach to management of
a valuable resource,

The District has spent considerable time and resources identifying potential water supplies for
future development The conclusions drawn from these efforts are that water supply projects are
scarce, and those that are available are very expensive, Therefore, the District realizes the need
to utilize its existing water supplies and waste water facilities as efficiently as possible. One way
to do this is by implementing a water conservation program to reduce demands in our current
service area and require water saving practices be mandated when future growth does occur.

-- - ----TIn:; lull~ tt:Ull ~ual~ uf Uu:: Distri\,;t's VV\th:::1 COIlSta V<JhUll PWglalll are Ute following. ----- -- --

I. To reduce flows to our waste water treatment plant

a, Reduce strain on our existing treatment plant and infrastructure.

b. Reduce future waste water flows requiring less plant expansions and infrastructure
requirements,

2. Reduce the demand on the existing water supply, thus making the savings available for
future development

3. Reduce the volume of new water supplies required for the future.

To accomplish these goals, several best management practices will be implemented. These
programs include Leak Detection, Public Open Space Management, Plumbing Fixture
Requirements, Efficient Landscape Watering Practices, Water Audits, Public Education, and
additional measures and enforcement procedures for times of severe water shortages.
