<br />ban communities with a planned 200 mile net- <br />work 01 metropolitan urban greenways, <br /> <br />4) The Joint Southeast Public Improvement Asso- <br />ciation (JSPIA) is a private organization which <br />entered into a cooperative agreement with the <br />Highway Department, assuming the responsi- <br />bility for all landscape installation and mainte- <br />nance on 1-25 highway right 01 way within the <br />Denver Tech Center boundaries, <br /> <br />5) The City 01 Thornton entered into a cooperative <br />agreement with the Highway Department as- <br />suming landscape installation and maintenance <br />responsibility lor the Thornton Parkwayll-25 In- <br />terchange. <br /> <br />In response to these current trends, the Inter- <br />Scape 25 concept was proposed as a possible so- <br />lution for the Highway Department's landscape <br />maintenance/installation problem, The proposal <br />recommends the formation 01 a non-profit organi- <br />zetion that would assume responsibility lor long <br />term landscape maintenance and supplemental <br />landscape installation on highway right of way with- <br />in the targeted seven mile portion 01 1-25, It is <br />hoped the organization will draw support from all fa- <br />cels of the community: state and city govern- <br />ments, private business and Industry, civic organi- <br />zations and special Interest groups and the <br />general public. <br /> <br />Some 01 the proposed objaclives of the fnterScape <br />25 organizalion woukj be: <br /> <br />1) Enhancement of Denver's image ,,,rough Im- <br />proving and maintaining the visual quality of the <br />1-25 corridor. <br /> <br />2) Complement the Plalte River Greenway which Is <br />adjacent to most of the targeted section 01 1- <br />25. <br /> <br />3) Encourage community awareness 01 the aUrac- <br />tiveness 01 landscaping based on Xeriscape <br /> <br />concepts by providing a highly visible public <br />example on 1-25. <br /> <br />4) Encourage beautification of adjacent properties <br />to lurther enhance the highway and city image. <br /> <br />" <br /> <br />Advantages in forming a non-prolh organization to <br />address a landscaping/maintenance problem In- <br />clude: <br /> <br />1) More can be accomplished with the pooling 01 <br />community resources; a non-prolit organizetion <br />can 'bring out the best' from business, govern- <br />mental and citizen sectors. <br /> <br />2) The corridor beautification process can be sig- <br />nificantly accelerated. <br /> <br />3) Objectives can be more economically echieved <br />because 01 Ireedom to solicit private sector <br />competition, <br /> <br />4) The non-profit tax deductible status encourages <br />community participation, <br /> <br />5) Support can take the form 01 monetary dona- <br />tions, grants, or donations 01 plant materials, ir- <br />rigation and construction materials and in-kind <br />materials or services. <br /> <br />6) Fewer bureaucratic restraints provide lor great- <br />er opportunity lor creative/responsive actions. <br /> <br />21. <br />
