<br />EXHIBIT A <br /> <br />1. Scooe or Setvict:s <br /> <br />The Project involves the development of a specialized computer planning tool to assist resort communities in the <br />development of water consen'ation plans and programs. The Project will produce a spreadsheet program to identify water <br />use patterns in mountain resort communities. identify water conservation options, and evaluate investments in water <br />efficiency measures. Water use in resort communities differs from other sectors of the state by fluctuating as must as ten. <br />fold during the winter tourist season. There is currently no planning tool available to assist mountain resort communities <br />with water conservation planning. When complete, this planning tool will aid water suppliers in any resort community in <br />the evaluation of system-wide coDSelVation options and selection of the most beneficial programs. <br /> <br />The first phase of the Project requires an understanding of water use patterns in resorts communities. A controlled <br />environment is required for detailed monitoring of indoor water consumption. The City of Steamboat Springs will provide <br />this environmcnt by monitoring watcr consumption and collecting information about watcr use habits from multifamily <br />residences. Monitoring will occur before and aftcr installation of watcr saving devices and metcrs if necessary. <br /> <br />Data collccted from monitoring of watcr consumption and otbcr infonnation will then bc used to develop a spreadsheet <br />program. Thc spreadshcct will store information on watcr consumption, water service data, financial data, and will allow <br />comparison and evaluation of different watcr conservation options availablc. An advisory committee will bc establishcd to <br />providc input on aspects of the spreadsheet development. <br /> <br />The Project will include the development of a chart for homeowners to evaluatc individual water efficiency options. The <br />Contractor will develop and distribute the chart to water supplicrs for further distribution to customers. <br /> <br />The Project will include evaluation of tourists' perceptions about watcr use and water conservation. This infonnation will <br />be incorporated into a Final Report which will also include a project summary, project implementation, watcr use <br />comparison and analysis, project findings and results. To concludc the Project, the Contractor will promote the completion <br />and avaiIabiJity of the spreadsheet program through regional newspapers and meetings. The Contractor will host a training <br />session for water suppliers on the use of the spreadsheet <br /> <br />2. Pmicct TIIIIC or Performanc:c <br /> <br />Thc Project will commence on July 15, 1992, or upon full and proper execution of tbis Contract. <br /> <br />This Project will be complcted on or before December 30, 1993. However, the Project time of performance may be <br />extended subject to the mutual agreement of the State and Contractor. A written request for extension shall be <br />submitted to the State by the Contractor at least thirty (30) days prior to December 30, 1993, and shall include a <br />full justification for the extension request. <br /> <br />3.
