<br />Be it enacted by the General Assembly of the State of Colorado:
<br />
<br />SECTION 1. Short title. This act shall be known and may
<br />be cited as the "Water Conservation Act of 1991".
<br />
<br />SECTION 2. leqislative declaration. The general assembly
<br />hereby finds and declares that, in view of the increasing
<br />competition and demand for water in the state of Colorado, it
<br />is the purpose of this act and the policy of the state to
<br />enhance the efficiency with which water is used to meet end
<br />uses, with the Objective of making water available for all

<br />37-60-106. Outies of the board. (I) It is the duty of
<br />the board to promote the conservation of the waters of the
<br />state of Colorado in order to secure the greatest utilization
<br />of such waters and the utmost prevention of floods; and in
<br />particular, and without limiting the general character of this
<br />section, the board has the power and it is its duty:
<br />
<br />(r) TO FOSTER THE CONSERVATION OF THE WATER OF THE STATE
<br />
