<br />In addition to the average flows from the plant steadily increasing over the past ten
<br />years, it is obvious that the spread in flows (from high to low) has also expanded. This
<br />increased difference in the range of seasonal use is most likely the result of changes in
<br />the customers' demographics of the District. The higher ratio of urban residential
<br />I customers to rural customers has increased the urban consumption for such things as
<br />, J lawn watering in the summer.
