Dear Representative Salaz:

In reference to our phone conversation on March 27th, I have enclosed a set of
final reports from our Water Conservation Pilot Demonstration Grant program. I
have included the Grant Guidelines and Criteria and an Application from the last
grant process. We disbursed over 600 copies of the Guidelines and Applications in
1993. We distributed a news release to every daily, weekly, and monthly
newspaper in the state.

A selection committee reviewed and rated all the applications. The committee
then prioritized them for selection by the Colorado Water Conservation Board. I
have enclosed a copy of their evaluation process, list of the selection committee,
and the Board Agenda Item.

Chuck Lile and I would like to meet with you as soon as possible to answer any
questions you may have concerning the Office of Water Conservation and the
