<br />~ <br /> <br />Introduction <br />Water is a precious resource In Colorado. To help preserve it, the State <br />Legislature passed House Bill 1154 containing the Following items to promote water <br />conservation: <br /> <br />. Establishment of the Office of Water Conservation within the Colorado <br />Water Conservation Board (eWCB). <br /> <br />. Requirement that State Agencies develop water conservation plans for <br />State projects and Facilities constructed or renovated after 1993. <br /> <br />. Provision for grants for water efficiency demonstration projects using <br />monies from the eWCB construction fund. <br /> <br />. Requirement that water providers who deliver more than 2,000 acre-feet <br />of water to customers annually develop a water conservation plan. <br /> <br />The City of Brighton (City) annually delivers about 3,500 acre-feet to its <br />customers. Thus, the City is required to have a water conservation plan. House Bill 1154 <br />requires consideration of the following items in a water conservation plan: <br /> <br />. Baseline water usage information. <br />. Statement of overall water conservation goals. <br />. Consideration of nine conservation measures. <br />. Implementation schedule for the conservation measures. <br />. Documented public participation. <br /> <br />Current Water System Characteristics <br />In order to fReaS'lre the effectiveness of -any wotl"r con<l"rvMinn mea<nre<, a <br />baseline of information about current water usage should be established. <br /> <br />I <br />! <br />I <br />I <br /> <br />Existing Water System <br />The City derives its water supply from five wells in the South Platte Alluvium. <br />These wells are located within City limits. Additional wells are located in the Beebe <br />Draw Drainage Basin. The City also owns surface water rights.
