~

Introduction
Water is a precious resource In Colorado. To help preserve it, the State
Legislature passed House Bill 1154 containing the Following items to promote water
conservation:

. Establishment of the Office of Water Conservation within the Colorado
Water Conservation Board (eWCB).

. Requirement that State Agencies develop water conservation plans for
State projects and Facilities constructed or renovated after 1993.

. Provision for grants for water efficiency demonstration projects using
monies from the eWCB construction fund.

. Requirement that water providers who deliver more than 2,000 acre-feet
of water to customers annually develop a water conservation plan.

The City of Brighton (City) annually delivers about 3,500 acre-feet to its
customers. Thus, the City is required to have a water conservation plan. House Bill 1154
requires consideration of the following items in a water conservation plan:

. Baseline water usage information.
. Statement of overall water conservation goals.
. Consideration of nine conservation measures.
. Implementation schedule for the conservation measures.
. Documented public participation.

Current Water System Characteristics
In order to fReaS'lre the effectiveness of -any wotl"r con<l"rvMinn mea<nre<, a
baseline of information about current water usage should be established.

I
!
I
I

Existing Water System
The City derives its water supply from five wells in the South Platte Alluvium.
These wells are located within City limits. Additional wells are located in the Beebe
Draw Drainage Basin. The City also owns surface water rights. A future raw water
augmentation plan is currently being developed by the City.

City of Brighton, Colorado
March 1997 - 34619.100

Report 011 Water
Conservation Plan
