<br />FOREWORD <br /> <br />Under its statutory authority, on June 28, 1971, the <br />Legislative Council appointed a special committee to examine <br />the conduct and operation of weather modification programs <br />in Colorado. Legislators appointed to this committee were: <br /> <br />Rep. Clarence Quinlan <br />Chairman <br />Sen. Hugh Chance <br />Sen. Hugh C. Fowler <br />Sen. Ted L. Strickland <br />Sen. Raymond P. Kogovsek <br /> <br />The Council also authorized the appointment of two profession- <br />al advisors -- Professor Lewis Grant, Department of Atmospher- <br />ic Sciences, Colorado State University. Fort Collins, Colorado, <br />and Mr. Henry C. Lansford. Information Officer, National Cen- <br />ter for Atmospheric Research. Boulder. Colorado -- as ex <br />officio members. <br /> <br />Rep. Forrest G. Burns <br />Rep. Wallace P. Hinman <br />Rep. Hiram A. McNeil <br />Rep. Walter Younglund <br /> <br />, During the course of its deliberations the Committee <br />conducted public hearings in Monte Vista, New Raymer, and , <br />Lamar, Colorado, and held informational meetings at the De- <br />partment of Atmospheric Research, Colorado State University <br />and at the field headquarters for the National Hall Research <br />Experiment, Grover, Colorado. It also held two public hear- <br />ings' at the Capitol in Denver. <br /> <br />The Committee wishes to express its gratitude for the <br />contribution of all of those who participated in its deliber- <br />ations. The Committee would like to give particular credit <br />to the efforts and contributions of Messrs. Grant and Lans- <br />ford. It also wishes to thank Mr. John Kennedy, Director of <br />Environmental Assessments, National Center for Atmospheric <br />Research; Mr. Tom Ten Eyck, Executive Director, Colorado <br />State Department of Natural Resources; and Messrs. Archie <br />Kahan and William Douglas, United States Bureau of Reclama- <br />tion, Denver, for their assistance. <br /> <br />Wallace Pulliam, Research Associate, and Brent Slat- <br />ten, Research Assistant, Legislative Council staff, had the <br />principal staff responsibility for assisting the Committee <br />and preparing the Committee's report.
