<br />TEXT <br /> <br />ST AFF COMMENTS <br /> <br />;'roXimity of the area expected to be affected by -the proposed <br /> <br />operation; <br /> <br />(3) (a) No permit may be issued unless the director determines, <br />\ <br />based on the information provided in the operational plan and on the <br />test:im:my provided at the public hearing: <br />(b) That, if it is a comnercial project, the proposed weather <br /> <br />modification operation is conceived to provide, and offers promise of <br />providing, an economic benefit to the area in which the operation will <br />be conducted; <br />(c) That the project is reasonably expected to benefit the <br />people in said area or benefit the people of the state of Colorado; <br />(d) That the project is, if it is a conmercial project, <br /> <br />scientifically and technically feasible; <br />(el That the project is, if it is a scientific or research <br />project, designed to and offers promise of expanding the kno.,ledge and <br />the technology of weather modification; <br />(f) That the project does not involve a high degree of risk of <br />substantial harm to land, people, health, safety, property, or the <br /> <br />environrrent; <br /> <br />(g) That the project is designed to include adequate safeguards <br />
