<br />1m <br /> <br />ST AFF COMMENTS <br /> <br />Research and development operations may be conducted by state or <br />federal agencies, institutions of higher learning and bona fide <br /> <br />nonprofit research corporations, or by corrmercial operators under <br />contracts with such entities solely for research purposes. <br /> <br />(8) "Conmercial operation" or "conurercial proj ect" means any <br /> <br />person or corporation attempting to modify the weather in any manner, <br /> <br />by contract or otheT\dse, in order to make a profit. <br /> <br />A conmercial, <br /> <br />operator is one who engages in such activities for profit. <br />(9) "License" means a certification issued by the director <br /> <br />I <br />./> <br />I <br /> <br />indicating that a specific person has met the <br /> <br />standards <br /> <br />for <br /> <br />certification as a weather modifier and is approved to direct weather <br />modification operations in the state. <br />(10) "Pennit" means a certification of project approval to <br />conduct a specific weather modification operation within the state <br />under certain conditions and within the limitations required and <br /> <br />established under the provisions of this article. <br /> <br />(11) <br /> <br />"Publication" <br /> <br />\ <br />or "publish~' rreans at least <br /> <br />one publication <br /> <br />in at leas t one newspaper of general circulation in the cOlmty or <br />counties, or portions thereof, included within the proposed operation. <br />If there is no sud, newspaper, publication shall be by posting in at <br />
