<br />City of Louisville <br />Water Conservation Plan <br /> <br />Introduction: <br /> <br />Recognizing the increasing competition for the State's water supply, particularly along <br />the front range, the State House of Representatives developed and adopted house bill 91- <br />1154 in June of 1991. HB-91-1154 requires all water providers of 2000 acre feet or more <br />per year to draft a water conservation plan by mid-year of 1996. <br /> <br />In it's present form, the State statute does not quantify the level of conservation required <br />of each water providing entity but instead requires consideration of conservation concepts <br />where significant improvements in water conservation can typically be recognized by the <br />average water provider. <br /> <br />In developing a conservation plan pursuant to H-91-1154 each water providing entity <br />must consider at least the following water -saving measures: <br /> <br />1. Water-efficient fIxtures and appliances, including toilets, urinals, showerhead, and <br />faucets; <br /> <br />2. Low water-use landscapes and efficient irrigation; <br /> <br />3. Water-efficient industrial and commercial water using processes; <br /> <br />4. Water reuse systems, both potable and nonpotable; <br /> <br />5. Distribution system leak repair; <br /> <br />6. Dissemination of information regarding water use efficiency measures, including by <br />public education, customer water use audits, and water-saving demonstrations; <br /> <br />7. Water rate structures designed to encourage water use efficiency in a fIscally re- <br />sponsible manner; <br /> <br />8. Regulatory measures, including standards for the use of water use efficiency fix- <br />tures and landscapes, and ordinances, codes, or other law designed to encourage <br />water use efficiency; <br /> <br />9. Incentives to implement water use efficiency techniques, including rebates to cus- <br />tomers or others to encourage the installation of water use efficiency measures. <br /> <br />1 <br />
