. .

1997 Denver Water Conservation Master Plan

Background

Denver Water is the wholesale and retail water provider to almost 1,000,000 people
within a 324 square mile service area. In 1996 Denver Water treated and delivered
76,203,960,000 gallons of water. Denver Water has been working toward conservation
and wise water use since the organization was formed in 1918. Conservation has
. become increasingly important in the last two decades, primarily because of two
factors:

1. In 1979, as part of the permit
process for the new Strontia
Springs Reservoir and
Foothills Treatment Plant
project, Denver Water
agreed to lower the average
GAD (gallons of water per
account per day) within its
service area from over 850
to around 750 by 1999. This
"Foothills Agreement" led to
the implementation of a
variety of conservation
programs.

Annual COl1sumptiGn vs SelVlce Area Population

KOOO'

.....

K""

KOOO'

j eaoooa
i
. .....

.""

820000

.....

180000

GAD History I Foothills Agreement Goals IIRP Conservation Program
1000 -.... -,... -,. .,. .,. .,. .,. .,. .,. .,. .,. .,. .,. -,.... -...

, , , , , I I I " " I
.
, I , I , , . Changes in population, water needs and costs have occurred at different rates than
our previous estimates. Therefore, in 1993 Denver Water began a three-year
Integrated Resource Planning process (IRP) aimed at identifying future demands for
water and determining the best way to meet these demands. Results of the IRP
show that Denver Water will
need an additional 1 00,000 acre-
feet of water annually in order to
- - meet the -tOlal aeman(n){20;r5~
when all areas which Denver
Water is contractually obligated
to serve are fully developed. In
October 1996 the Board of Water
Commissioners issued a "Board
Resource Statement" which
committed Denver Water to
obtaining 29,000 of these
100,000 additional acre-feet
through conservation.

1
