<br />Background
<br />
<br />Denver Water is the wholesale and retail water provider to almost 1,000,000 people
<br />within a 324 square mile service area. In 1996 Denver Water treated and delivered
<br />76,203,960,000 gallons of water. Denver Water has been working toward conservation
<br />and wise water use since the organization was formed in 1918. Conservation has
<br />. become increasingly important in the last two decades, primarily because of two
<br />factors:
<br />
<br />1. In 1979, as part of the permit
<br />process for the new Strontia
<br />Springs Reservoir and
<br />Foothills Treatment Plant
<br />project, Denver Water
<br />agreed to lower the average
<br />GAD (gallons of water per
<br />account per day) within its
<br />service area from over 850
<br />to around 750 by 1999. This
<br />"Foothills Agreement" led to
<br />the implementation of a
<br />variety of conservation
<br />programs.

<br />2. Changes in population, water needs and costs have occurred at different rates than
<br />our previous estimates. Therefore, in 1993 Denver Water began a three-year
<br />Integrated Resource Planning process (IRP) aimed at identifying future demands for
<br />water and determining the best way to meet these demands. Results of the IRP
<br />show that Denver Water will
<br />need an additional 1 00,000 acre-
<br />feet of water annually in order to
<br />- - meet the -tOlal aeman(n){20;r5~
<br />when all areas which Denver
<br />Water is contractually obligated
<br />to serve are fully developed. In
<br />October 1996 the Board of Water
<br />Commissioners issued a "Board
<br />Resource Statement" which
<br />committed Denver Water to
<br />obtaining 29,000 of these
<br />100,000 additional acre-feet
<br />through conservation.
