The lack of response to the written survey was disappointing. The concept of incentives had
was considered in the planning phase, but was not implemented due to cost and distribution
issues. Either doing a verbal random survey (more expensive) on an occasional basis or
. providing a better means of interest generation and collection of responses could have
improved the feedback on user satisfaction with the devices.

Difficulty was encountered in collecting occupancy data. In some cases, the Ski Inn manager
did not have an accurate estimate of occupancy (e.g. six people were signed up but only five
actually stayed). Four units (two in each building) were owned and managed by people other
than the Ski Inn management. Of those, three responded positively when requested, with
Occupancy data. When occupancy data was lacking, an average number was used - the
average being based on the known occupancy data of other units.

The development of the model occurred without major problems, although solicited feedback
from outside the model committee was minimal (other than the third party). Additional
feedback could potentially have improved the model.

Although the model was developed specifically for the examining the short term rental
sector, it has the flexibility to be used by water and sanitation districts for planning water
conservation programs for other sectors, using some assumptions concerning differences in
water usage.

Although the workshop was fairly well publicized, there was little interest generated in
attending the workshop. The reason for this is not understood, and is especially puzzling
when considering the water limitations of some of the local communities (for example, the
Town of Avon in Eagle County has enacted outdoor watering restrictions this summer).

A poll of the water and sanitation districts in the region has been contemplated, but has not
been implemented due to time constraints. Because of the lack attendance at the workshop,
NWCCOG may pursue the scheduling of an additional workshop at some future time,
depending on interest and availability of staff time.

The brochure that was developed for allowing homeowners to examine the payback period
for installation of water conserving devices received positive feedback from local government
officials. It is anticipated that these brochures will be available to the public at town and
county building permit offices. It was suggested that the brochures be made available at
plumbing and hardware stores, however, funds for the additional duplication and distribution
of the brochure are not available.

nr\wpSl\cwcb\fDl_rpt

5
