,.

INTRODUCTION

The City of Boulder has been involved in water conservation for many years. The first modern
measure of the conservation program would be the complete metering of the community in
1964/l965. In succeeding years various educational efforts followed as population and weather
patterns dictated.

In 1990 the City adopted a Treated Water Master Plan (TWMP) that included a significant study
of, and recommendations for, a more concentrated effort at water conservation. That effort
outlined the existing water conservation plan for the City of Boulder. A staff person was hired in
1992 to implement that plan and it currently serves as the City Council-approved directive for
water conservation.

This report includes the TWMP water conservation plan as well as a section of specific programs
that have addressed the 9 conservation measures outlined in HB1154. The City plan, as adopted
through the TWMP process, will continue until amended by action of the City Council.

The Role of Water Use Efficiencv in Water Supply Planning

"By reducing water use, especially the peak day water demand, the reliability of the water system
can be increased and the magnitude of future iacility expansions can be reduced."

Treated Water Master Plan, 1990.

,
