Only 13 <br />percent of respondents were aware of the City's ongoing conservation program, and only 23 <br />percent were aware of the block rate billing system. The older residents (41 and over) were <br />more familiar with the City's programs. The survey helped show what influences Boulder <br />residents to conserve. For example, the billing structure didn't appear as a major motivator <br />since only 5 pcrcent of the respondents said they were influenced by the block rates. The <br />same was true for exterior water conservation measures. <br /> <br />Water UtiIily. The survey solicited opinions on the water utility and its operations. <br />Seventy pcrcent of the respondents rated the water utility positively, and 82 percent felt that <br />the water rates were "just about right" Forty pcrcent opted for a 0 to 10 percent increase <br />in their water bill to improve system reliability, and 22 percent would pay for an 11 to 20 <br />percent increase. <br /> <br />7.2.5 InitiaJ Saeening of Water Conservation Measures <br /> <br />There are many water conservation devices and measures. Some of these are worth <br />evaluating in detail and others are obviously impractical. An initial screening was conducted <br />to e1iminate the impractical measures so as to focus on the remaining viable measures.
