THE DEVELOPMENT, CONDUCT AND EVALUATION
OF A CLOUD SEEDING PROGRAM
FOR GUNNISON COUNTY, COLORADO
2002-2003 WINTER SEASON

1.0 INTRODUCTION

North American Weather Consultants (NAWC) was contacted by a representative of
Gunnison County, Colorado on August 19, 2002 concerning the possible development of a
winter cloud seeding program for the Crested Butte Ski area. A representative of NA WC met
with Gunnison County Supervisors and other interested parties on September 12, 2002 to discuss
possible cloud seeding applications in Gunnison County (County). The County issued a request
for proposals on September 24th and NA WC submitted a proposal on October 3'd for a
feasibility/design study plus the conduct and evaluation of a program, NA WC was awarded a
contract on November 5th to design, conduct and evaluate a program for all the higher elevation
areas of Gunnison County.

A cloud seeding permit was obtained from the State of Colorado following submission of
an application, publication of intent and the conduct of a public hearing in December 2002. A
network of cloud seeding generators was established and seeding operations were conducted
during the two and one-half month period of February 1 through Aprill5, 2003. The following
