<br />In the water supply and demand analysis, water for the future development of Jefferson Center <br />in northwest Arvada was limited to only 460 acre-feet per year plus 20 percent of any new water <br />acquired by the City. This limitation on water for Jefferson Center is in accordance with the <br />proposed Annexation Agreement between the City and Jefferson Center Associates. <br /> <br />To the City of Arvada, conservation seems to be advantageous in postponing the time when <br />future projects are needed and in reducing the size of those projects. The real key to success <br />lies in voluntary participation of Arvada's water customers to permanently reduce their per <br />capita water use. However, because the assumed participation rates by Arvada water customers <br />were relatively low, the potential exists for additional demand reduction beyond the scope of <br />Arvada's water conservation program delineated in Table 1. Time will tell us, through careful <br />monitoring, if conservation is a reliable. componeni of water supply. <br /> <br />Program Implementation <br /> <br />The activities to be carried out in implementing the conservation program will be tailored to <br />Arvada's water needs and other City goals. <br /> <br />The benefits and costs of alternative program activities will be evaluated to the practical extent <br />possible and include assessments of acceptability, effectiveness, environmental impacts, and <br />institutional changes. The Water Conservation Advisory Committee will playa significant role <br />in formulating and assessing the acceptability of program activities. <br /> <br />The Public Works Department will prepare annual Work Programs supporting the goals and <br />objectives of the program during the annual budget process. This established procedure places <br />City Council in the annual budget approval process for all conservation activities. The current <br />and previous year's Work Programs are presented in Appendix I. This appendix will be updated <br />annually. <br /> <br />The Water Conservation Advisory Committee, interacting with the City staff, uses City <br />Council's targeting process for defining and prioritizing program activities annually. The <br />activities and program measures are studied to determine their benefit-to-cost ratio and priorities <br />. for implementation. . Study-session~are -then -conduGted-witll City Goundl to inform- them of <br />proposed measures for implementation. <br /> <br />A critical component of the implementation process will also be communication with Arvada's <br />water customers. The proposed program will be widely publicized and annually open to <br />discussions in public forum with City Council. Arvada's citizens need to express their concerns <br />and willingness to voluntarily participate in the water conservation program. Following the <br />public comment period, City Council adopted the initial Water Conservation Master Plan by <br />Resolution in 1989. Annual. updates of the plan will be adopted through the annual budget <br />process and public comment process as needed or desired by City Council. <br /> <br />-7- <br />
