<br />APPENDIX"B" <br />Colorado House Bill 91-1154 <br /> <br />STATE OF COLORADO <br /> <br />WATER CONSERVATION ACT OF 1991 <br /> <br />HB 91.1154 <br /> <br />WHO:Entities that supply 2,000 acre-feet of water annually at retail for domestic/commercial water use. <br /> <br />WHEN:Within 5 years of the effective date of HB1154 (June 4,1996), entities not having plans are to develop, adopt, make publicly <br />available. and implement a water conseNation plan. <br /> <br />WHAT: Water Cons8lVation Plans require an entity to: <br /> <br />I. Develop a plan <br />A. Consider HB1154 conservation measures <br /> <br />1. water-efficient fixtures and appliances, including toilets, urinals, showerheads, and faucets; <br /> <br />2. low water-use landscapes and efficient irrigation; <br /> <br />3. water-efficient industrial and commercial water-using processes; <br /> <br />4. water reuse systems, both potable and nonpotabre; <br /> <br />5. distribution system leak repair <br /> <br />6. dissemination of infonnation regarding water use efficiency measures, including by public education, <br />customer water use audits, and water-saving demonstrations; <br /> <br />7. water rate structures designed to encourage water use efficiency in a fiscally responsible manner; <br /> <br />8. regulatory measures, including standards for the use of water use efficiency fixtures and landscapes, and <br />ordinances, codes, or other law designed to encourage water use efficiency; <br /> <br />9. incentives to implement water use efficiency techniques, including rebates to customers or others to <br />encourage the installation of water use efficiency measures. <br />B. Statement of entity's "best judgment of the role of water use efficiency plans in the covered entity's water supply planning". <br />C. Publish a draft plan <br />D. Give public notice ofthe plan <br />E. Make plan publicly available <br />F. Solicit comments from the public for a min of 60 days <br />G. Reference to elements that are already being implemented <br />II. Adopt a plan <br />III. Make the plan publicly available <br />IV. Implement the adopted plan <br />V. Changes can be adopted at anytime, if changes are major, give public notice, make changes available in draft form, and provide the public <br />opportunity to comment on changes. <br />
