<br />EXHIBIT A <br /> <br />I. Scone of Services <br /> <br />Th~ Project consists of developing nn IBM compatible computer simulation model to measure the operational and linancial <br />afl~cts of water conservation alternatives for governmental entities. Water suppliers are routinely faced with critical decisions <br />concerning the hest alternatives available to meet future water needs. Among many water supply options a variety of water <br />conservation measures exist, however, tools are not readily available to assist water entities in the planning and decision making <br />process. <br /> <br />The ContraclOr shall select a qualified professional consultant 10 prepare the simulation model and manual. Any contracts <br />propo:;cd hy the Contractor to accomplish this Project will be submitted to the State for review and written approval before <br />prl)cceding with the award of the contract. Copies of any and all contracts entered into by the Contractor in order to accomplish <br />this Projecl will also be submittcd to the Stale. Water conservation granl funds in an amount up to $38,400 will finance the <br />preparation of thc simulation model and manual. Any Project cost in excess of S38,400 is the responsibility of tht: Contractor. <br /> <br />Tho.: Contractor will gather availah]e data pertinent to its local water USe, water rights, future water demand projections, financial <br />obligations, current information on impacts of various water conservation measures and other relevant data. These data will be <br />integrated into the design of a simulation model which will allow any user to evaluate the affects of water conservation measures <br />on future watcr demand, reliability of water savings, cost effectiveness and impact on system operations. The simulation model <br />will allow the input of different scenarios, such as growth or increased water rates, and instantly view the impacts that a water <br />conservation measure would have on the water entity. The Contractor will primarily analyze the affects of developing a dual <br />raw water system for irrigation throughout the Contractor's service area. Water suppliers throughout Colorado will be able to <br />llse the simulation model to analyze a variety of water conservation measures. <br /> <br />The Contractor will coordinate an <ldvisory committee of subject professionals to provide input on the most current and accepto.:d <br />waleI' eonl>crvation parameters. The advisory committee will also evaluate the user friendliness of the model when devdopo.:d. <br />The Contractor will develop a user's manual to accompany the simulation model. At Project completion, the Contractor will <br />conduct u training session for municipal employees and water suppliers for proper use of the simulation model and manila I. The <br />Contractor will also demonstrate the simulation model to appropriate state agencies. <br /> <br />Upon Project completion, the State shall be the sole owner of all original documents, manuscripts, drawings, diagrams and <br />c<.llnputer models produced in the accomplishment of the Project, and shall have the sole right to print, puhlish or otherwise <br />reproduce and distribute the products of this Project, in whole or part, in any fonn or format. The simulation mode] and manual <br />shall be made uvailable to interested local governments and water agencies upon request to the Colorado Water Conservation <br />Board, Office of Water Conservation. The cost of distribution shaH not exceed reproduction and handling charges, The Project <br />will conclude when the state receives the final simulation model and manual for distribution and a sharing with other Colorado <br />communities. <br /> <br />2. !)ruil'Ct Time of Perfonuance <br /> <br />The Projecl will commence on August I, 1992, or upon full and proper execution of this Contract. <br /> <br />The Project will be completed on or before March 1, 1993. However, the Project time of performance may be extended subject <br />to the mutual agreement of the State and Contractor. A written request for cxhmsion shaH be submitted to the State by the <br />Contractor at least thirty (30) days prior to March 1, 1993, and shall include a fulJ justification for the extension request. <br /> <br />Page 1 of 2 Pages <br />
