The water conservation model prepared by the State of California will also be consulted so
that the information contained therein, which is applicable to Colorado, can be used, as
appropriate.

Financial Module

The financial module will calculate average annual cost and income for the system
consistent with the entities operational strategy. System overhead, treatment, distribution
and capital costs for each of the water sources will be used to calculate annual expenses.
Various rates, tolls and charges can be input to determine various effects of different
operational strategies on the entity's revenue stream. The results can be expressed either
as a present worth or an average annual cost. This module will allow system mangers and
the board to determine the financial impact of their decisions, whether these involve
bringing on new supplies or implementing additional conservation measures.

MODEL OUTPUT

The output from the model will consist of four types of information: end of month contents
in the system reservoirs, monthly shortages, comparisons of demands verses supplies, and
income and cost data. Samples of some of the model's graphics are shown in Figures 2
through 5. Tabular as well as statistical results will be available as well where appropriate.
The model will be most useful when results from alternate scenarios are compared in order
to determine which options provide the greatest degree of reliability for the least cost.

13
