Pueblo's Commitment to Future Water Use Efficiency Measures (Continued)

In our continuing commitment to our customers to provide the highest quality of
water at the lowest possible cost, the Board members and staff have been working
for over two years on developing a new water treatment master plan to serve
Pueblo's needs through the year 2020. The driving forces behind the development
of this plan were fourfold:

- Growth and increased daily treated water demands.
- The age of our existing facilities (last major edition 1992-93).
- The new and improved technology for water treatment that is available
today.
- Existing and anticipated changes in the EPAlColorado Health Rules and
Regulations.

This new master plan calls for expansion of the existing Whitlock Water Treatment
Plant site to accommodate the enhanced and expanded water treatment plant
facility. The new facilities will include 21 million gallons per day of additional filter
capacity; a 60" pipeline from Pueblo Reservoir to the Whitlock Treatment Plant
with a connecting line to the Comanche pump station; a new and improved
21 million gallons per day sedimentation facility; and a new two million gallon tank.
The Board will continue its water use efficiency planning methods while the design
of the new plant is in progress. Every effort will be made to make the new facility
as water efficient as possible.

-21-
