C. Water-efficient industrial and commercial water-using processes:

The Water Board is beginning to look at the latest in water saving technologies in
industrial, commercial and governmental water usage. As the technologies become
available, the information will be supplied to the Board's industrial and commercial
customers.

All commercial, industrial and governmental customers are fully metered and the
metered water savings are included in the figures above. (See section B.)

D. Water reuse systems, both potable and nonpotable:

The Board of Water Works of Pueblo considers utilization ofthe return flows from
its transmountain water rights to be an efficient use of its water. Use of these
return flows alleviates the need for Pueblo to purchase additional water rights by
supplying Pueblo with a source of water not related to its direct flow rights or the
Arkansas River. The water is out- of- basin water imported from the western slope.
Quantification of the actual amount of water saved on a yearly basis has not yet
been completed.

E. Distribution system leak repair:

The Board, through its continuing leak detection program, has reduced its
unaccounted for treated water to 7% of its total yearly usage. According to A WW A
standards, the acceptable loss limit for unaccounted-for treated water is 10%. The
Board will continue its leak detection program with hopes to continually reduce its
losses. The amount of water saved as a result ofleak detection and repair for a
utility system is difficult to determine. Many factors effect unaccounted for water
and each entity differs in accounting for its water loss.

(See A WW A Research Foundation report on Water and Revenue Losses:
Unaccounted for water.)

F. Dissemination of information regarding water use efficiency measures,
by distribution of public education material, customer water audits, and
water saving demonstrations:

The Board of Water Works of Pueblo will continue in its dissemination of
information through its speakers bureau, audio/visual library, tours, publications
and educational brochures. The Board realizes public education is the linking
component of it Water Use Efficiency Program. The Board also understands that
the dispersal of hard data and information is the most effective method to acquaint
the public with a water problem and the possibilities of water savings.

-16-
