.. . . EXHIBIT A 1. Scone of &rviCP.l!I The Project (Phase II-B) consists of the Contractor continuing Phase II-A development of a gravity flow irrigation system. This system distributes raw water to public and residential sites within the community. The Project will include the metering of all taps installed during Phase II-A and meter installation for Phase II-B taps. The goals of the Project are to reduce the amount of treated water used for irrigation; to extend the life of the current water treatment plant; to reduce captial cost associated with compliance with EPA's Safe Drinking Water Act regulations; and to increase the community's capacity to provide potable and nonpotable water for residential, commercial, or industrial uses; and to provide water conservation notices with the monthly billing statements. The Contractor will monitor water conBusmption before and after implementation of the improvements and will include meter readings prior to the conversion to raw water irrigation. All raw water taps win be metered. and billed for water usage. Meter readings and use recordings will be performed after the conversion to raw water irrigation to define cost savings to the community. A Final Report shall be compiled upon completion of the Project. The Final Report shall include a summary of the Project, discussion of the Project implementation, Project findings and water savings results. The Final Report will not only conclude the Project but will serve as information to be shared with other Colorado communities. 2. Proieet Time of Performance The Project will commence on February 10, 1996 or upon full and proper execution of this Contract. The Project will be completed on or before December 30,1998. However, the Project time of performance may be extended subject to the mutual agreement of the State and Contractor. A written request for extension shall be suhmitted to the State by the Contractor at least thirty (30) daya prior to December 30, 1998, and shall include a full justification for the extension request.
