<br />Water Conservation Plan <br />City of Broomfield <br />March 1996 <br /> <br />1,0 Introduction <br /> <br />The City of Broomfield has developed a Water Conservation Plan in accordance <br />with the requirements set forth in the Colorado Water Conservation Act of 1991, <br />The draft plan is available for a SO day public comment period from March 26 <br />through May 28, 1995, A hearing to take public comments on the plan is <br />scheduled for May 28, 1995, After the public hearing the plan will be presented <br />Broomfield City Council for formal adoption, Copies of the draft plan are <br />available from the Environmental Services Division of Public Works, <br /> <br />1,1 Colorado Water Conservation Act <br /> <br />The HB1154 states that entities supplying at least 2,000 acre-feet of water <br />annually for domestic/commercial use are to submit a water conservation plan to <br />the State Office of Water Conservation by July 1, 1996, To fulfill the <br />requirements of HB 1154 the plan must address the following nine prescribed <br />conservation measures: <br /> <br />1 , Water-efficient fixtures and appliances, including toilets, urinals, <br />showerheads, and faucets; <br />2, Low water-use landscapes and efficient irrigation; <br />3, Water-efficient industrial and commercial water-using processes; <br />4. Water reuse systems, both potable and nonpotable; <br />5, Distribution system leak repair; <br />6, Dissemination of information regarding water use efficiency measures <br />including public education, customer water use audits, water-saving <br />demonstrations; <br />7. I.^/ater rate structures designed to encourago '/later use efficiency in <br />fiscally responsible manner; <br />8. Regulatory measures, including standards for the use of water use <br />efficiency fixtures and landscapes, and ordinances, codes, or other <br />law designed to encourage water use efficiency; and <br />9, Incentives to implement water use efficiency techniques, including <br />rebates to customers or others to encourage the installation of water <br />use efficiency measures, <br /> <br />HB1154 requires that a draft plan be made available for a 60 day public <br />comment period, An implementation program, including a process for <br />monitoring and evaluation of conservation measures, is also required. The plan <br />must be periodically reviewed and updated with an opportunity for public <br />
