A design study should include review of objectives versus
time, statements of program goals, alternative plans and longer
term aspects. The risks and costs must be estimated as thoroughly
as are the benefits. A plan for monitoring project conduct
and final evaluation of results is a necessity. Recommendations
based upon a balanced consideration of all factors should
then be made.

It is often wise to organize an advisory group of regional
experts who would advise on basic policies, on bidding, and
selection of the contractor.

Further overall control, extending beyond operational
execution by project technical personnel, would be exerted
by clearly defined suspension criteria and/or special authority
to suspend operations.

If numerous people and agencies are included in the arrange-
ment, then provision should be made for information dissemination.

Direct monitoring of project progress should be carried
out by an independent technically competent person who reports
regularly to higher authority.

9
