<br />A design study should include review of objectives versus <br />time, statements of program goals, alternative plans and longer <br />term aspects. The risks and costs must be estimated as thoroughly <br />as are the benefits. A plan for monitoring project conduct <br />and final evaluation of results is a necessity. Recommendations <br />based upon a balanced consideration of all factors should <br />then be made. <br /> <br />It is often wise to organize an advisory group of regional <br />experts who would advise on basic policies, on bidding, and <br />selection of the contractor. <br /> <br />Further overall control, extending beyond operational <br />execution by project technical personnel, would be exerted <br />by clearly defined suspension criteria and/or special authority <br />to suspend operations. <br /> <br />If numerous people and agencies are included in the arrange- <br />ment, then provision should be made for information dissemination. <br /> <br />Direct monitoring of project progress should be carried <br />out by an independent technically competent person who reports <br />regularly to higher authority. <br /> <br />9 <br />
