Danielson, State Engineer

SUBJECT: Assistance to the Office of Water Conservation

Recognizing the many tasks and, in some instances, the short time frame for action imposed upon
you by HB-1154, I would offer the assistance of the State Engineer's Office in the following ways
to help in the successful implementation of the bill:

1. Provide advice and expertise in the water salvage study mandated for completion by January
1, 1992. Because the issue of water rights administration is of great importance in salvage
plans, it is imperative that we coordinate our efforts to ensure that the results of the study
required in CRS 37-60-106.5 do not conflict with legal water right administration.

2. Provide information on irrigation requirements related to bluegrass consumption as well as
data on irrigation efficiencies. This would include advice on administrative problems
associated with reuse.

3. Identification of those entities which may have diverted in excess of 2,000 acre-feet in 1989
or 1990 for municipal/domestic use.

4. Provide assistance to other state agencies in developing efficient landscaping plans required
by Section 5 of the Act.

Please let me know if we can be of assistance.

JAD/pjl
cc: Ken Salazar
Peter Evans
David Walker
