<br />EXHIBIT A <br /> <br />1. Scope of Services <br /> <br />The Project consists of the Contractor developing guidelines for implementation of an agricultural water options program (known <br />as a "dry-year options" program) that will aIIow sharing of water supplies by agricultural and municipal users. The goal of the <br />Project is to maximize efficient use of scarce water resources through arrangements that allow municipalities to obtain <br />supplemental water supplies during dry periods, while maintaining a healthy agricultural sector. <br /> <br />The Contractor wilI work with representatives of the member municipalities of the Windy Gap Project and with holders of <br />agricultural water allotments from the Colorado- Big Thompson Project to identify prospective participants in the options program <br />and to explore and resolve issues affecting the administration of the program. Meetings will be held with prospective participants <br />to inform them about the program and to solicit their input, and reports on program development will be given at the Contractor's <br />regular water users' meetings. <br /> <br />The Project is designed to accomplish the foIIowing goals: to develop a framework for an options program that will allow the <br />Contractor and its Municipal Subdistrict to implement such a program, thereby maximizing efficiency in water resource use and <br />aIIowing the local agricultw"aI economy to continue while assuring adequate water supply for growing urban areas; and to provide <br />guidance for use in formulating agricultural water options programs for implementation in other parts of the state. <br /> <br />The Project will culminate in development of program guidelines that will be available to other Colorado water districts and <br />municipalities to guide them in formulating similar programs for implementation in their own areas. <br /> <br />A Pinal Report shall be compiled upon completion of the Project. The Pinal Report shan include a summary of the Project, <br />discussion of the Project implementation and Project findings. The Final Report will not only conclude the Project but will serve <br />as information to be shared with other Colorado communities. <br /> <br />Protect Time of Perfonnance <br /> <br />The Project will commence on February 15, 1994 or upon full and proper execution of this Contract. <br /> <br />The Project will be completed on or before October 30, 1995. However, the Project time of performance may be extended subject <br />to the mutual agreement of the State and Contractor. A written request for extension shall be submitted to the State by the <br />Contractor at least thirty (30) days prior to October 30, 1995. and shall include a full justification for the extension request <br /> <br />Page 1 of 2 Pages <br />
