<br /> <br />Exhibit A <br /> <br />1. Scope of Services <br /> <br />The Project will develop a plan to determine flows of sediment as additional water is either spilled or released from <br />Halligan Reservoir in the Spring and Summer of 1997. This information should be beneficial to water users in the State of <br />Colorado. A workplan, schedule, and outcomes for the Project has been approved. <br /> <br />The goals of the Project are to: create a data base that can be used to calibrate/test sediment transport models that will <br />consist of velocity and sediment transport measurements, and repeat surveys of study reaches to measure pool scour or <br />aggradation following high flows. <br /> <br />The Contractor will provide discussion of the model's accuracy in simulating sediment loading of irrigation canals, <br />specifically with respect to agricultural water use efficiency. <br /> <br />The Contractor will publicize project through the DNR newsletter and other in-house publications during and following the <br />program. <br /> <br />A Final Report shall be compiled upon completion of the Project. The Final Report shall include a summary of the <br />Project, discussion of the Project implementation, Project findings (recommendations, sediment loading of irrigation <br />canals, illustrated with figures and graphs as appropriate, feasibility of using 2d models on such systems as the North Fork <br />Poudre, recommendations on the viability of using Id models to simulate sediment transport along pool-riffle canyon rivers <br />such as the North Fork Poudre, and discussion of feasibility of model use by water resource managers. The Final Report <br />will not only conclude the Project but will serve as information to be shared with other Colorado communities. <br /> <br />2. Proiect Time of Performance <br /> <br />The Project will commence on July I, 1997 or upon full and proper execution of this Contract. <br /> <br />The Project will be completed on or before July I, 1998. However, the Project time of performance may <br />be extended subject to the mutual agreement of the State and Contractor. A written request for extension <br />shall be submitted to the State by the Contractor at least thirty (30) days prior to January 31, 1998, and <br />shall include a full justification for the extension request. <br /> <br />3. Proiect Fundine Schedule <br /> <br />a. GRANT Agreement: <br /> <br />I. <br /> <br />$3,000 <br /> <br />Initial grant payment to be made within thirty (30) <br />days of the date of execution of this contract by the <br />State Controller or his designee. <br /> <br />II. <br /> <br />$7,000 <br /> <br />Interim payments to be made October, 1997 ($3,500), <br />and March, 1998 ($3,500).
