<br />I. INTRODUCTION AND SUMMARY <br /> <br />It is the policy of the Vail Valley Consolidated Water District (District) to manage its water <br />supply and distribution system so as to minimize waste and encourage efficient utilization <br />of water resources. The purpose of this Water Conservation Master Plan is to provide the <br />policy and guidelines for ongoing and future conservation activities of the District. <br /> <br />This plan replaces the Water Conservation Plan adopted by the District in 1990. <br />Implementation of this plan will be carried out through Annual Conservation Action Plans <br />that will defme the specific efforts to be undertaken in each year. <br /> <br />II. SERVICE AREA CHARACTERISTICS <br /> <br />The District was established in 1982 through the consolidation of the water supply functions <br />of six special districts serving the Town of Vail. The area currently served by the District <br />encompasses approximately 3,840 acres and includes over 8,116 single family equivalent <br />(SFE) units. The District also delivers water during the summer months to the area served <br />by the Upper Eagle Regional Water Authority. <br /> <br />The three categories of water services provided by the District are described as follows: <br /> <br />Municipal water service including all potable treated water delivered through the <br />central treatment and distribution system for domestic and commercial uses including <br />residences, hotels and lodges, restaurants, shops, and other commercial enterprises. <br />This category also includes lawns and other outdoor water uses associated with <br />residential properties. <br /> <br />Irrigation service, including raw water irrigation of the Vail Golf Course, parks, and <br />open space areas. <br /> <br />Artificial snowmaking service, utilizes untreated water for snowmaking during the <br />- - -- -winter munths fur tilt: VariSki Area. van ~soclales has recently -cbmpleteO -- <br />development of facilities to deliver Arkansas Well water from the Climax Mine to <br />the Eagle River, including facilities to deliver snowmaking water from the Eagle <br />River to the Vail Ski Area. <br /> <br />During the last 5 years, the District service area has experienced an average rate of growth <br />in SFE's of about 0.75 percent per year. The future rate of growth through the year 2012 is <br />projected to average about 0.5 percent per year. The Water System Master Plan for the <br />District indicates that the service area is currently at approximately 90 percent of projected <br />build-out (Merrick 1994). <br />
