Both Dr. Banuelos and Dr. Rhoades expressed the opinion in presentations given to the 1999 Colorado
Agricultural Outlook Forum and a Colorado State University Salinity Workshop that to remedy the
increasing salt problems in the Arkansas River Basin "an integrated holistic approach to
irrigation/drainage management and monitoring is needed to sustain irrigation, to conserve water, to
prevent soil salinization and water logging and to protect the associated water. supplies, environment and
ecology" and should be done basin wide rather than a section of the river basin at a time.
